On the instructions of the National President Paul Biya, the Secretary General of the CPDM Jean Nkuete initiated the seminar to avert the upsurge of indiscipline in the party and bring back militants on the rails in conformity with article 3 of the internal rules of the Cpdm, which states that “any member of the CPDM,...accepts to be actively involved in the party and to respect its political line and decisions of its governing body.” This seminar was part of the Party Academy, a resolution of the 3rd ordinary congress in 2011, which replaces the Party School.
About 350 militants of the party holding elected offices had gathered to listen and share views with the Central Committee Delegation led by Senator Achidi Achu Simon, a key stitch in the party, made up of Francis Nkwain, Ama Tutu Muna and Shey Jones Yembe.
The running story of the attacks and hostage taking by the Islamist sect, Boko Haram up North collectively touched all the speakers. In their exposés, the CC delegates prescribed watchfulness among the militants, given that elected officials are in touch with the grass root population. Mayors, MPs, Senators and executives of the basic organs took the commitment to assist the Head of state in the war against terrorist activities of Boko Haram.
Elected officials from the North West Region have clear steps they will take to fight any threats to security. “Through the elaboration of the strategies that involve vigilant groups and putting in place permanent alert system to track down and report all those who attempt to carry out terrorist activities within our council areas,” a resolution on security problems taken at the end of the seminar read.
Other than security, the attendees of the seminars also mapped out clear-cut measures to support CPDM mayors in the performance of their duties. Years on, the relationship between CPDM mayors, the elite, administrative authorities, traditional authorities, MPs and recently senators is hostile, and this atmosphere threatens the development of the region. Now, concerned parties want to put an end to this undesired milieu by maintaining a smooth and mutually beneficial relationship.
This rough atmosphere has given birth to unpleasant outcomes in the past. In the last election, some constituencies and municipalities slipped to the opposition because the stewardship of the elected officials of the party leaved much to be desired. In line with the thoughts of Senator Francis Nkwain, who told the elected officials in his expose that elections are won based on development projects executed, the mayors agreed to “work together with deputies in the interest of the community by addressing the vital needs of the people, ” according to one of the resolutions. The electorate gave their confidence in the last three elections to nominated candidates of the party based on the manifesto, which according to Shey Jones Yembe, is the yard stick on which the population will judge them at the end of their mandate; hence it is in interest of the officials to draft their projects out of this manifesto. In response to this advice, the elected officials decided that they will “carry out periodic evaluation of the performance of senators, parliamentarians and mayors.”    
Some militants of the party were accused by Senator Simon Achidi Achu of using the CPDM as a ladder to get into office, and once in function these personalities vomit the party. Against this backdrop, the elected officials will in their mandates, “encourage and promote the CPDM party activities within the council by providing it with various forms of support that will help in the growth of the party.” 
Here, out of the six resolutions taken to fortify the party and promote development in the local communities, the elected officials addressed a motion of support to the Head of State Paul Biya. “We reaffirm our commitment to stand by you at all times as you pilot the affairs of our beloved country Cameroon,” the motion read. Half of the councils in the North West Region are CPDM run, all seven senators are from the ruling party and 14 out of the 20 members of parliament come from the New Deal Party.
